what type of lense would allow you to get a full shot and still get the background out of focus that much?

Possibly a 70-200mm f/2.8?

The bokeh in that shot has more to do with the distance from the camera to the subject and the subject to the background than it does with the lens used.

An 85mm would be good at f1.4-f2.0. The good ones tend to have the best bokeh of any lens. You just need to have enough room behind your subject to get a full shot.

Canon 85 1.8 $350 is a cheap way. Also the bower/samyang 85 1.4

as deltoidjohn already explained. Seen some amazing portrait shots with 300-400mm isch. The challange is obviously to frame a tele shot like it was a normal one. (Not that that's a nice shot at all, but anyway).
