Are there anyplaces that offer the XL2 for under 3000 dollars?
and if not, does the canon xl1 shoot 24p and native 16:9?

I worked with both on projects that were intended for 16x9 and the DVX lack of true 16x9 resolution really hampered it. The XL2 may not have the color curves of the DVX but it makes up for it in spades with more clarity in 16x9.
If 4x3 is your only target then DVX would be the best choice.

No, everyone wants film but no one can afford it. This is why we're all using video cameras.
