Detective with concealed drug habit he's desperate to shake - and can't.

Mobster needs to find cop with sick kid/parent/underwater house, to bribe - and can.

Newly-transferred or arrived officer who's not supposed to shake things up - but will.

Witness who can blow the lid off corruption/false conviction/wrongful arrest - but won't.

Hehehe, they all sound like log lines - every single one could be a cop flick on his own.
