Yes, this makes perfect sense.
most still lenses won't have that, but some will. One that I have heard alot of is the Tokina 28-80 f/2.6-2.8. It doesn't extend during focus or zooming.
All the 70-200 lenses from canon don't extend either.

What brands are the 17-40 and the 16-35?
My Tokina 28-70/2.8 and Sigma 15-30 is also internal zooming, I believe the Canon 24-70/2.8 is also internal zooming. I also have a Sigma 20-40/2.8 that only extends a little bit.
I am about 95% sure that the 24-70 2.8 from canon and sigma both extend while zooming. They actually extend out as you get to wider focal lengths.
