7D I heard you can Uprez your 1080 P footage to 4K in post...how??

I could be wrong here because I've never heard such a thing, and it sounds like a pretty foolish thing to believe, but as far as I know there is no possible way to do that. "Uprezing" suggests that at some point your footage was "downrezed" probably for a proxy edit to make editing more efficient. You would then uprez the downrezed footage to the original resolution for your output. The 7D doesn't even have the ability to shoot 4k, so I don't see how there would even possibly be a way to uprez it to 4k.

There are many ways to do this. Just know that you are never actually adding resolution. Easiest way is to open a 4k sequence in premiere, drop in footage, scale to frame. EXPORT.

There are plugins such as Magic Lantern instant HD that will tweak some thing to try and make it look the best, but at the end of the day it is still going to be 7D footage.

Easiest way is to choose a happy medium. Rather than uprez to 4k, choose 2k which is easier on your 1080HD, and then bring your 4k footage down to 2k.

I been trying to figure out how to do this and to no avail it wont work...does anyone have any insight in this department
Want to watch your 7D footage in 4K?

Get a 4k monitor.
Play your video, and hit "full screen".
Done.

Seriously, there's no magic trick to make 7D footage 4k. You can just stretch the pixels in post, same as any footage. Sometimes the software does a decent job upscaling, such as those films that used a DVX100 shooting in 480p intercut with an HD camera, but again- this has nothing to do with your 7D. Unless you are talking about shooting timelapse, where you can actually bring in 18mpix stills. But that's a different story altogether.
