How would you do this??

I shoot a 30 minute cooking show couple times a week. It has to be delivered as a 16x9 SD dvd.
I shoot with a hmc 150 and a canon 60D (and a couple others but those 2 are what I want to start using as main cams) The show is shot in 1920x1080 and edited on that timeline.
The problem is with the commercials (4 total per show) The commercials are SD.

I don't have a whole lot of time for testing but would like to get some quick opinions on how would you do it........

1) Throw the sd commercials on the 1920 timeline and scale em up to fit, then let Adobe CS5 encore scale down the 1920 timeline to the 16x9 sd dvd?

2) edit the 1920 timeline and output to a 16x9 sd avi, (without the commercials) then throw the commercials and the edited show avi on a SD16x9 timeline and then export to Encore?

3) Throw just the commercials (scaled up to fit) on a 1920x1080 timeline and try to sharpen up as much possible then output and save them as 1920 avi's?

I would like to try and get them to buy me some red giant SD to HD plugin but I don't know how well that stuff works or if it would be worth it to buy it for just the 4 commercials.....(and they probably will say no to that expence anyway)

I would like to edit it all on the same timeline if possible (for workflow reasons) but I guess my big concern is if (or how much) you degrade the SD commercial footy by scaling up to fit the 1920 timeline and then immediately scaling it down to th SD dvd?????????

Option #2. First edit the whole cooking show in a 1920x1080 timeline. Once completed export it in the same resolution 1920x1080.
Make a new timeline for SD bring in your commercials which are SD and frame up the cooking show(1920x1080) to SD. This keeps alot of the data in the picture.

In the end it does not matter because if you are going to a DVD it will end up SD, unless it is blueray

I'd also vote for 2, but wouldn't it be possible to skip rendering the 1920 timeline to an SD avi? I'd think you can throw your 1920 sequence right into the new SD sequence; at least on AE you can...
