T2i Help!! How do I fix this problem

I was shooting an LED light at night with my T3i and I kept getting video with lines. I tried playing with the shutter speed and that did not help. Does anyone know by looking at this what is causing the issue and what I can try to fix it?

It's pulsing from the LED light that does not match the shutter speed. The place to start is with a 1/60 shutter speed to match the electrical supply here in the States.

However, this does not help with certain light sources. LEDs, especially dimmable LEDs that are not running at 100% and cheap LED lights, often cause this artifact with little recourse. So if you aren't dimming it and you're running at 1/60, and the problem persists, it's time to find a new light source.
 
Thank you for your reply. I was at 1/60 shutter speed. I'm not using the light as a "light source" exactly. I'm actually trying to shoot a short video promoting the light which runs on a lith-ion battery and is used for outdoor sports and recreation. It does have two settings (high and low) so maybe I'll try playing with those.
