Frame rate conversion...

I usually always export to 23.976 just as my source footage was. However I've been given a few hours of 29.976 footage. For some odd reason, some of the footage looks fine in the end after exporting the project down to 23.976, but some clips actually have a stuttering effect. I'm not sure why some do and some don't.

I'm using Premiere and I've found that for the clips that stutter a bit, I can click Interpret Footage and force a 23.976 frame rate on it, and upon exporting, most of the stuttering goes away.

Is there any sort of conversion process or other precaution that I should take for all of my 29.976 footage when exporting to 23.976?

Well, there's two ways this is usually handles (others may correct me).

The footage can be conformed to 24p; each frame from the 30p plays back as a discreet frame - it will be a few percent slower.

The other way is for the NLE to drop frames or use some technique to keep the footage at the same speed - this usually seems to be where stuttering comes from.
