Compression Aspect Ratio Issue

Does anyone know what settings to use in Compressor to make 720p 24pn fill the screen on a 16:9 TV and Letterbox on a 4:3 TV. I've tried several settings and always either get 4:3 anamorphic look or it side crops the 16:9 leaving my graphics cut off. I,m doing this for over the air SD broadcast.
