not necessarily, even in the states, most of us don't have ideal environments but there are lots of creative ways around that like JDS said, should be an interesting challenge.
 
i'd check out that wiki link (thanks to zak forsman for that) for starters. lots of room to move around within the genre and be creative...

There will be more details but West Fest includes an excitingly wide array of possibilities, including the post-apoclyptic western (Mad Max), or sci-fi westerns like Firefly/Serenity. Dig deeper and you'll find Eastern Bloc Westerns (aka Red Westerns), Anime (Cowboy Bebop), contemporary westerns (Extreme Prejudice), and of course nearly every film Sergio Leone made.
