Basic NLE for 1080/24p?

A friend of mine (who's 14) just bought a T2i, and shows a remarkable talent for communicating story through video.

He has Premiere Elements, which apparently cannot handle 1920x1080@24p. I've looked all over the internet for a solution to this, and the only option seems to be in buying a different basic NLE. I'm a Final Cut Pro user, so I'm unaware of all the basic editing software options for the Windows platform.

What would be the best editing software that can actually handle true 24p in full HD for say, $100?

Transcoding the footage from the H.264 codec to whatever else is best for the program is not a problem.

Windows or Mac?

You might look at Pinnacle Studio, though I hear mixed reviews. There's not much below FCP or CS5 that can handle 24p.

I believe that Sony Vegas Movie Studio HD Platinum can handle 24p as well.

by editing software do you mean nle? or any software that can make simple cuts, something to split video files.

he may have to shoot 720/30p, since most small nle like software may not work with 24p.(adobe elements may work with 30p)

for windows:
windows movie maker or virtual dub - they will only work with specific file types, installing codecs or transcoding may be required.

some basic nles for linux may be another solution

hardware specs?

Wow! Such fast responses! Yes, he's on a windows machine. And yes, I'm looking for NLE's.

As far as hardware goes, it's a Sony Vaio, nothing high-end. But I don't know much more than that.

I saw that the latest Pinnacle Studio versions can handle 1080/24p, but as mentioned, it does have mixed reviews. Anyone else want to chime in on Pinnacle?

Edius Neo 2 looks like it would be great for him, but I don't think he'd go for the price right now.
