7D Field Dominance?

I am getting Upper Field dominance when I export 7D footage through MPEG StreamClip. I was told there should be no Field Dominance and to click de-interlace video during the export. Which is right?
 
I thought that this question could have a clear, straight ahead answer. My gut feeling is that since the 7D footage is progressive, it makes sense to deinterlace it in the MPEG Streamclip export to ProRes 422.

Is that right?

Your help clarifying this technical issue would help very much.
