In my opinion there can't be a worst decade for movies, Music, Art, etc. There are just too many factors that determine what one thinks is good or bad. But in my opinion the 80's are the best because that is the era in which I grew up.

i don't get it when people say that a movie was not as bad as they thought it would be, or that something was only meant to be a popcorn action movie, or a comedy is not supposed to be funny?, there are standards.

it's very simple,
if you watch a movie to laugh AT the movie (be it action, horror or comedy), then it's not a good movie.

Yeah. It's always a chuckle to hear but they weren't trying to make a good movie! They spent $150 million dollars just to make a popcorn movie!
