They don't put 8fps into the t2i because then nobody would buy the 7D. I'm exaggerating, but basically it is one of the features they have chosen as a distinguishing factor between the lower end and higher end models which share the same sensor, in order to segment the market better.
It's not something that is just changed easily - the 7D has two image processors to handle the faster burst rate, so there is obviously additional hardware required, which increases cost, etc.
Personally I wish that the Rebel series has stayed at around 10-12mp, but each successive model had improved on sensitivity, dynamic range and speed (Take a look at Pentax K-r for example). Unfortunately, the megapixel race ensued in order to sell more cameras to statistic-hungry consumers who like big impressive numbers.
as deltoidjohn said, 3.7 fps is what a single digic IV chip can process out of these 18mpix sensors; in order to get twice as many fps, the 7D uses two digic IV processors
edit: the posts below by shyguyfilms and Kin_Lau prove I was totally wrong: the digic IV thing must be a constraint (otherwise they wouldn't put two on the 7D), but not such a hard one as I assumed: they could have gone to 5fps without adding a second chip, just upgrading the shutter mechanism
Actually, the biggest problem is not the electronics, it's mechanical. The shutter mechanism is only capable of doing so much. Faster shutters need faster stronger actuators, more robust shutter blades, which also require more power, bigger batteries etc.
There's several DSLR and film SLR models that won't operate at their highest speeds unless you add a battery booster, eg Nikon D300, Canon EOS 1n.
IIRC, the sensor in the 7D can be read out 8 lines at a time, but the sensor in the T2i is a reduced cost version that can only be read out 4 at a time. Just one of many cost cutting measures that reduce the shooting speed.
COme on,its like whining why wheel has shape of circle instead of triangle, you knew it ,youve seen it,it is what it is and making threads like this wont help, even if it would be capable of doing 100fps it would be only 3.7 ,this is how it was planned and this is how it will stay, move on.
It's all in order to keep different price points. It's like asking why do they make 500GB hard drives if they can make 1TB. Some people have a smaller budgets or lesser needs, so they would not want 1TB, they would be happy with 500GB.
The 60D has faster fps, the 7D is faster than that, the 1DIV is even faster. Eventually as the processors get faster and more affordable, the rebel/XXXD will get faster fps, but so will the high end models.
Once they can shoot at 24fps we could have analog shutters for video instead of digital. and 5k video, and clean HDMI, and it will also make phone calls.
