Like anything, you get what you pay for. Tiffen and Schneider are generally well regarded for filters.

Keep an eye on eBay if your money's tight; most folks feel a "real glass" filter will beat the resin stuff.

I recently got the set of Lee resin ND's, .3,.6, .9 - a guy from Taiwan was selling the set for like $110. No discernible loss of sharpness once the image has gone through Canon's video compression.

When I first got my T2i, I shot a real estate commercial the day after I got it. I threw some cheapie chinese screw-on NDs and faders (like, $12 on eBay) when I needed something I didn't have in 4x4 yet. I could find no difference between 4x4 glass, 4x4 resin, and screw-on cheap-*ss glass filters - the compression will get ya way before the filter quality comes into play.

My opinion: cheap filters will serve you well until (a) you can afford glass or (b) you buy a RED or AF100. Though I don't know if you can get a plastic polarizer, and it's such an important filter, I'd spring for the glass in that instance (I use a Tiffen 4x4 and it's great).
