What type of action scenes are easier, fight scenes, or shoot outs?

I want to shoot a very microbudget action feature. There are two action scenes that will be more expensive and difficult to pull off. One's a car chase, the other a shootout, that leads to a fist/knife fight, once all the bullets run out. Those are the main two. But there are two other action scenes in my script which I haven't written yet. What's cheaper to do on a microbudget? The shoot outs require more gun props, and bullet effects. I'll try to use as many post production software effects as I can but I will probably have to use some bullet effects on set. The fight scenes however will probably require hiring a choreographer. The fighting style is mostly cops vs. gangsters, so some trained moves and tactics will have to used, to make it convincing. Which should I use more for cheaper cost? Thanks.
