I don't have any personal experience with this lens but it looks like a fairly specialised lens that is designed with a particular goal in mind - macro shots. It doesn't have a fast aperture for a prime lens, but will probably give just enough bokeh for close-up portraits. Other than that, it won't be particularly flexible.
For a similar price, I'd either get the Sigma 30mm f/1.4 or the Tamron 17-50 f/2.8, depending on your preferences. The Sigma 30mm will be good for low light or shallow DOF, and the Tamron is a great wide to standard zoom that is a prefect walk-around lens. Unless you specifically plan on shooting macro shots, then these two lenses will be far more practical.
I would be using it mostly for video. I have a 55mm 1.8 It's just so tight on my crop sensor I was interested in the tokina 35 macro for a leave on lens.
You would probably be best off with that Sigma 30mm f1.4 mentioned above or the Canon EF 28mm f1.8 (I have this one and really like it). Either of these lenses would give you a somewhat "normal" perspective like we used to get with the 50mm that came with a lot of film SLRs in the past. We've become very "spoiled" by being able to "frame" with the zoom without having to find a better position, but once you get a bit used to not having the zoom either of the two lenses above will be very flexible "walkaround" lenses.
For most of my video I use Canon EF primes: 24mm f2.8, 28mm f1.8, and 50mm f1.8; if I need a wider view than the 24mm I'll reach for either the 18-55mm "kit" lens or the 17-40mm f4L.
