Visual effects for TV series

Okay here's the situation...

I'm involved with a kids educational TV series that's really getting some good feedback and it's very possible that the show will get picked up. The show is 80% visual effects and 20% pratical.

My duty now is to put together an effects team to handle all visual effects for the show.

Where do I start?

Any ideas or suggestions are greatly welcomed!
