T3i Intelligent Auto likes to randomly determine when to photograph

Playing with my new T3i and I'm not happy. Reading the manual, doing what it says, Intelligent Auto mode, press the shutter halfway. Nada. Sometimes the focus lights kick in, sometimes they don't. It will take a photograph about 1 out of 5 times.

Is this a standard feature with Canon? Random photos?

Not very happy at the moment. I need to use Intelligent Auto for spontaneous pics when I don't have time to set the aperture and ISO.
