t2i cant get iso 100

hi, i recently got my t2i and am only able to go as low as 200 iso.

i bought mine from japan so its the japanese "kiss x4" version, but everywhere i have read says its the same thing, just a different name.

im supposed to be able to go down to iso 100 right? any help?
