skip frame-staccato motion

I recently attended a local film festival. A number of film entries used the Canon 7D or 5D. I've noticed some scenes have smooth motion while other shots have skip frame staccato movement. When the camera is handheld this is more obvious. However, I've also noticed some frame skipping in tripod mounted camera shots.

Is the frame skip caused by slow CF card speed or overheating of the camera?

A slow CF card could be a possible problem. But I think its pretty unlikely overheating could or would cause it.
