Shutter setting for Film look

So question, if I am shooting at 24p should I set my Shutter to 1/48 to get a more cinematic look? And what's the difference in having it set and just leaving it turned off all together? And then if I shoot 60 frames I should double it to 1/125, correct?*

You can also set it do 180 degrees which would be more accurate I think, I assume that turning off the shutter just makes it a 360 degree shutter which is where that classic video look comes from, it works for me but I guess I could be somewhat wrong.
I think the logic behind you're theory is correct but there could be a more accurate way of describing it that I'm unaware of.

I guess my next question is how do I set the camera to 180 degree instead of 360, I have looked through the menu but I am not finding how to change that, any ideas

You may already know this, but just in case, setting the shutter to 1/48 when you are shooting 24P is the same thing as choosing 180 degrees. It's like Fahreneit and Celcius, two ways of describing the same thing.
