Sensor Bloom on the GH2??

Let me preface this by saying I don't have a lot of experience with dslr video. I switched up from a D90 to a GH2 after seeing the quality difference in the video and my desire to shoot more in that realm vs stills. So far it's great; doesn't have the magic for still photography that the D90 had, but it's a whole different world for video. The one thing that I have noticed that is bothering me is the halo/haze that surrounds bright light sources (headlights/streetlights) at night. I am not sure whether this is sensor bloom or not.

It gets better as you stop down the lens so I am unsure whether it is a result of flare on the lens or something with the sensor (or a combination). I would assume in a controlled environment I could put ND gel over headlights or other bright sources which would allow me to open the iris and not end up with a big blob around bare light sources. But, in a run and gun situation where you are trying to use available light, what solution do you propose?

Here is a video I shot to demonstrate. Nothing fancy, handheld, Cinema mode 24P, iso800, 20mm f1.7 Pancake @ f1.7.

If anyone could shed some light on this, it would be appreciated. I intend to attempt some narrative work at night so I am trying to think of solutions to this.

I think it is a optical imperfection/feature of the lens called 'glowing' or 'lens glow', my old 50/1.4 Nikkor lens suffer from it to a great extent, but, like you said, it improves by stopping down the lens.

Yes, it does improve by stopping down the lens, but ideally I'd like to keep it open for low light conditions. Next question is then: are there any lenses that don't suffer from this at a wide open aperture. Say 50mm and below and relatively fast. Perhaps something like the Leica 25mm F1.4...

Here are two tests with my GH2 and Voigtländer Nokton 25mm f/0.95 @1600 iso, F2.8 and 1/25th sec. and one overexposed @3200 iso , 1/25th sec wide open @ f0.95 with a street light like that.

Here is another test @3200 iso , 1/25th sec wide open @ f0.95 with a street light also overexposed :
