running lines in image

You know how you film a computer screen or TV and you sometimes get those running lines? I think it's called synchro something, maybe?

Regardless, I recently set up my T3i on a desk to film something in a room. It was very dark and I had the highest ISO possible. I got those lines.

Is this normal? I never film anything above 800 so just wondering..never seen it before.

I think it has nothing to do with ISO, it's just a shutter speed (and maybe frame rate) issue: it's a special case of light flickering http://www.similaar.com/foto/tuten/630.html
