Replicating Voice over phone sound?

I don't have any sound programs...yet. But how would you go about taking audio and then making it sound like its coming through a phone? Any cheap ways of doing this?

Cut off both ends of the spectrum in an EQ. Then drop down the sampling rate to 22KHz. Then add in a little bit of noise, maybe a slight touch of echo, and you shoudl be getting close.
