I don't think there are any recorders (at least normal ones for cinema cameras meant to be used out in the field) with built-in upscaling (if that's what you're asking).
But perhaps you could add an upscaling box somewhere in the chain although it might be messy depending on what type of connections you're using and any applicable power.

A few of them do the opposite, they downscale. I don't remember which ones exactly and I don't remember exactly how (like in RAW or if it was with certain cameras), but I do know the Convergent-Design one did nice 2K downscaling. I did this with the C500 a few times a century ago.

I went down this path about a year ago for a client, there was nothing I or many others could find to do this in real-time in a small portable unit. It was for a live multi-cam switch. I'd used standards converters in the past and was aware of these BM units, but had never used one. The answer in this case was to do the switch in HD and convert the output of the switcher up to UHD through a Blackmagic Teranex Standards Converter. It did an amazing job of the conversion. All in all for a price that was very reasonable.
