Does recording video on a DSLR contribute to the cumulative count towards shutter actuations?

yes it does. On magic lantern it tells you how many live view and how many shutter press. I think recording videos goes toward live view counts.

So how many maximum view counts does say a T2i or a 5D Mark II have before it exhibits defects?

The official Canon numbers say 100 000 for T2i and 150 000 for 5d mark2.
