I was at Best Buy trying out the 70D. It had the 18-135mm lens.

I was in video manual mode with my ISO fixed at 4000, shutter at 1/60 and Aperture fixed at F5.6.

However as I zoomed the lens (18->135 and 135->18) the exposure compensation kept changing but my ISO, Shutter and Aperture all remained constant. I searched the camera for a setting that would do this but couldn't find any.

What was happening?
 
This isn't a setting, but rather an issue with the way the lens is built. Inexpensive lenses tend to have this issue. Toss on a more expensive lens, and the issue will go away.
