Premiere CS5 - How to export cropped 720p to NTSC SD?

I've been trying to get Premiere Pro CS5 to crop and scale a 1280x720 60p video to an NTSC DV 24p video at 720x480 using the Quicktime export dialog. You'd think this would be straightforward, and the dialog box makes it look routine. I set the crop specs in the Export Setting's Source tab, and in the Output tab, the video is visibly cropped the way I want it. Everything else in the dialog looks correct for a Quicktime export to a DV/NTSC 720x480 24p file.

Yet, when I either Queue it to AME or Export it directly, the rendered MOV file does not contain the cropped frame displayed in the Export Settings dialog. It contains a downscaled, letterboxed render of the original 1280x720 video without the correct crop settings. What's going on here, Adobe? Is this a blatant interface bug or what?

You could always create a new sequence at 24p 720x480 and drop your 60p 1280x720 sequence onto it. Then change the scale and export. Maybe not the ideal way, but it should work, no?

Adding... any changes you make to your 1280 sequence will also show up in your 720 sequence (since it is essentially your 1280 just with the extra tweak of scaling it down).

Thanks, keylight, that's a reasonable workaround. I found that frame cropping in the Export Settings dialog does work properly when I output DV/NTSC 720x480 24p as an AVI file rather than a MOV file. So it looks like this is Yet Another Quicktime Bug (or perhaps a bug in Adobe's integration of QT export support).
