Picture looks distorted when there's Movement on screen

I can't remember how to fix this. I exported to png and made a dvd. Whenever somebody moves quickly or if the camera moves quickly, it's distorted.

I have final cut pro. I think the answer is in motion, but I can't find how to stabalize the picture.

How do you fix this again? Thanks

Why did you export to .png?

What was your original source material, and what codec did you use to edit?
 
I exported to png bc I read that gives the highest quality.

I recored the video with a dvx camera in 24p. I don't know what codec I used. I didn't change anythign when I imprted the video.

I've had this issue before. I was able to highlight the material that had a problem and compress it, but can't remember how to do it.
