UPDATE: Even though I paid a Service Invoice, and Services are not guaranteed buyer protection by Paypal, I filed a claim anyways. Adding Seller advertised Goods not Services, correspondence between seller and buyer discussed shipment of Goods.

Paypal refunded full amount today. Thanks Paypal!
