Outputing DVCPRO HD from FCP for PC/FLASH?

I'm editing DVCPRO HD shot on P2 in FCP. This is for an interactive project to be shown on a 30" HD monitor, but the video needs to play in a program developed on a PC and utilizing Flash video. I tried delivering my DVCPRO HD Quicktime files to the programmer but he can't work with them on his PC. I thought he would be able to with Quicktime Pro for PC, but that doesn't work either.

1. How should I export my masters w/out sacrificing quality so he can work with them on his PC?

2. I only have experience with flash in terms of the web. Can you use Flash while maintaining the integrity of the 1080/24p DVCPRO HD masters?

The PC version of QuickTime doesn't support DVCProHD. DVFilm has a decoder that allows QuickTime to play the files, and Canopus/Grass Valley Edius and Avid can also open the files and edit/transcode them.

I would output the clip either uncompressed or using H.264 with a high bitrate, both can be used with the PC version of QuickTime and then transcoded to Flash if needed.
