Mixing 1920x1080 24fps and 1280x720 60fps footage .. Downsize or upsize?

So i'm shooting 1920x1080 24fps and slo-mo 1280x720 60fps to use in the same movie... In Premiere, should I use the 1920x1080 or 1280x720 preset/template? What is usually done by the pros when they go for slow mo, Downsize to 1280x720 or upsize to 1920x1080?

My 1280x720 60fps video is already not the greatest quality since I shot it in low light with a shutter speed of 1/125... I wanted also to put the movie on a blu ray disc... Would 1280x720 still look good on a blu ray disc?

Anymore opinions? And in Premiere, can you change the frame size of a sequence later on or can you only set that at the beginning?
 
theres an option called "scale to timeline", it changes the frame size of the 1080 to match the 720. i shot an entire video in 1080, dropped it on a 720 tl, and was able to zoom in and out of my 1080 footage, to get pretty cool zoom effects.
