Is the 7D 24p true 24fps or 23.97fps?

Yeah trust me you do not want 'true 24fps' you want 23.98. That's what all post production for digital 24p projects is based on.

I'm working with mostly myself so it doesn't really matter. Plus I'm mostly a web/digital delivery type.

You never know if/when people really like something you do, even if you don't plan on working with others or having your footage broadcast or output to film, its always a good idea to conform to industry standards.

Sure, you can always re-encode your footage but it almost always degrades the quality. There's really no good reason for not working in either 23.976 or 29.98 if your NTSC.

But 24fps is standard for film, right?

Why do you ask? 24 frames per second vs. 23.976 only matters when it comes time to sync digital frames to audio for output to 35mm film. And even then it only matters to get correct with the post house doing the film outputs. If you're doing online video it does not mean whatsoever to your workflow or final product. You will work 23.98 and never know the difference.
