Is a DF 28mm f/2.8 fast enough for this...

I doubt it to be honest. The 7D got better low light capability and the video you referred to was shot with very fast glass. I would be hesitant to shoot something like this even with my nikon 24/2 since i never push the iso above 640. I would recommend to bring a 1.4 lens even if it has to be a 50mm if you don't use any lighting setup, just my guess through.

i agree that it won't be fast enough for reception in that particular barreled room as there's not enough light getting in imo. that's a nice room though.

I have done a night shot in a dance studio with big ass ceiling lights that lit the room up fairly well with an f2.8 and it was just a tad underexposed with iso set at 400. You could only do so much to it in post because of that. The f1.4 did heaps better job at f2 and even brighter at f1.4 but the dof was too much sometimes.

It might be but youll definetly have to push iso, WAAAAY up. When i shot a low light wedding i kept my 50mm 1.8 on, even though i had the 28 2.8 in the bag. It was a little bit of a pain to have to scoot back here and there, but it worked fine.

(this was back when i had my D90)

here is a few pics, light was really low so you get the idea

I did a low light test with my 7D a couple days ago, and it looked really nice. With next to no light i got some grain but still acceptable at iso 3200.

Oh and FYI, i was not the wedding photographer, just a friend that happen to bring his camera along. Not sure how the GH1 performs under really high iso, but you may want to check it out.

... seems you need to up the iso to at least 800.... or maybe usa a 1/30 shutter if you don't have too much movement...
i think you should really do some tests in a room where you can "simulate" the amount of light to see if the amount of noise at 800 is acceptable for you... i have found out that if i keep NR setting at 0 i can even get away with 1600, as long as it's exposed correctly
here's a frame from one of my first clips i made with gh1 and stock lens.. i'm pretty sure i was at 1600 iso and 1/50 shutter
