is 30f really 29.97 ???

I thought 30f was like 24f it could only be digitized using the camera. I think im wrong tho because I have digitized tapes in 30f using a regular deck. Does this mean that 30f is really just 29.97 and can be digitized universally ???
 
What I was asking is ...can I digitize 30f on any regular deck or do I have to use the camera like when digitizing 24f
