More recent studies show that the risk to the human eye from accidental exposure to light from commercially available class IIIa laser pointers having powers up to 5 mW seems rather small, typically involving deliberate staring into the beam for 10 or more seconds. Viewing of a laser pointer beam for more than 10 seconds can be harmful, however.
Why don't you look it up for me if you are calling me ignorant to show me what information I do not know.
A quick google will tell you that
a.) Prolonged exposure is bad
b.) When you look at a laser dot/line on an object, you are looking at the reflection of the laser which is about he same as looking at it.
So don't stare at it for 10 seconds and dont use a stong green one.
USLatin, you are a gentleman for apologizing. But, I don't think it was necessary. This guy is going to hurt someone, and then blame the Internet for blinding his buddy, or worse, some actor looking to build up their reel and believing this guy knows what he is talking about.
Read your own quote, it doesn't say "no risk", "risk-free", "it's perfectly safe", does it? There IS risk there. Link us to this reputable site that led you to believe it was safe to do so.

So for a pointer to be useful, the power must be high enough that the government classifies it as a 3A and requires a DANGER label.
Ok, I am sorry. That obviously came off harsh. However:
a) then any kind of exposure can be seen as an unnecessary danger!
b) if the dot can be seen from multiple directions then this is obviously not true.
One thing is to get the laser bounced off a mirror but still focused and an other is to see some of the scattered light of the bean reflecting off a wall.
And, how would you know that your unit isn't slightly weaker, or stronger... what if a few less seconds were enough for the particular brand and sample of class IIIa laser you had in your hands? Are you actually planning on measuring the mW? And what if repeated exposure of much shorter periods had damaging effects?
Where is this site you purport says it's okay to flash a laser into peoples eyes?
"1 second at most would most likely not be harmful." Based on what info? You know something every eye doctor doesn't?
