Bottom line is, do it in a compositing app. Even if someone was dirt stupid enough to shine a lazer pointer into their eyes thinking a short time is "ok", there may be the need for multiple takes, multiple people, anything.
So do it in post. Take the suggestions here to that ends, and give it a whirl. There are quite a few that will work wonderfully.
