C200: Importance of lens stabilisation?

I am curious to the role that image stabilisation plays in lens's that will be sitting on a tripod. Is it still advised?

I an looking at the 70-200 2.8 , and it will be sitting on my tripod for most of the time. Is it worth still spending the extra $1000 on the imagine stabilisation?

TWO PART QUESTION, will the c200 auto focus work noticeably better on the mark ii as well?

generally you want to turn the IS off when stationary, i've heard it can cause jittering, i just never remember.
some telephotos, 70-200's, have IS 1 and IS 2, one is for all round and the other is for only horizontal axis.
