After capturing from the camera into Premiere CS 4 whenever I play the track and pause it the image looks bad. Like interlacing problem. Any Ideas on this. I have searched through the forums a couple time but am probably using the wrong words in my search.

You should maybe try changing your playback settings in CS4 too correspond to your captured footage. It seems to help although Im totally clueless when it comes to this!! I normally use 24P coversion method to ABBCD when viewing an edit done from 25F footage.
