All are excellent lenses, it just really depends what you need. The tokina 11-16mm is something that will always be useful in your lens kit. The tamron 17-50 is a nice sharp lens with a fast aperture. No image stabilization though, and for that sole reason I would recommend the VC version if it is slighter softer.

You can pull out some great handheld moves with stabilized lenses. The Canon 17-40 is something I would not buy at all. It's an expensive L glass with a slow aperture with a focal length that you already have covered.

My vote goes for the tokina 11-16mm or the Tamron 17-50 non vc if you have a rig support.

I would recommend, personally, the Tamron if I only had the kit lens. The tamron covers everything in between 17-50 @ f2.8 compared to the kit at 3.5-5.6. The 50 is already covered, but I would say either the Tamron or the Tokina if you are fine with your kit. The L is nice, but it gets you f/4 where you could get 2.8.. See what I'm saying?

Just my 2 cents.

edit:
not to mention, the L is the cost of the Tamron and Tokina combined practically.

Why not Canon 17-55 IS? - This is one hell of an awesome lens.

The Tokina 11-16 - Its very wide. I would not be using a lens that wide all the time.
Canon EF 17-40mm f/4L USM - Too slow.
Ttamron 17-50 f/2.8 (non-vc) - When I tried this lens I didnt really like it much, but of the 3, this would be the best choice for me.

Why not look at this:

BTW, renting the lenses your thinking about buying and having a one day shoot out is a GOOD idea before you buy anything. I always tell people to ask their vendor if they can try out several lenses (Even in the store) if they plan to purchase one. That way they can buy the lens that they shot with if they so choose (I personally try to ALWAYS shoot with a lens before I buy it now... I've gotten bad copies buying blind). I think that if you are looking at the 17-40mm canon you should also take a peek at the 17-55mm f2.8 I know it's more, but it's a very nice lens with a better zoom range and a faster f stop.

Someone else just told me about lensrentals.com the other day. Can't wait to try them! If this takes off it should be the equivalent of what Netflix did to the movie video rental industry.

If your going to fly your rig, I would get the wider lens 11-16. Not to mention having a lens that wide will open opportunities to get shots you may otherwise not be able to get. 11MM, is wide as heck, and not being a fisheye. the tokina really is an amazing lens. I tried one several weeks ago, and was blown away. amazing lens. The build quality is also really good, im guess it's close to what the L series is. But without out the weather profing.
