I know this isn't possible currently but what would need to be changed or altered in order to do this ?
 
Timing / sync circuits. (hardware)
And the encoders (either hardware and/or software - probabaly hard) too as you'd have to encode 'NTSC' region 60Hz DVCPRO-HD, you can't fit 60fps into the 50fps stream of 'PAL' DVCPRO-HD
