can one shoot in dv50 or hd, edit in the computer, and output the final product to betacam sp on a pc? anything special needed beyond a computer and betacam deck?
would the computer have to have some kind of hardware with analog out jacks?

Yes you can do all that. Ideally you'd want a card that outputs component, yes. For DV it's pretty easy, I think it's ADS that makes a firewire-to-component output device.

Hmm.. but going out through firewire (like with a FW -> Component converter) would drop you down to 4:1:1 (or 4:2:0) color space and all the other parts of DV compression, negating many of the benefits of DVCPRO50 and -HD
I'd sugest going the proper component output card route - though I don't have anythign on the top of my head to recomend, sorry.

you'd want to make your final render in a SD 4:2:2 uncompressed timeline (8 or 10bit), and play it out through a proper video card (preferably component). i can recommend the decklink for great value and the kona has also a good reputation.

[edit] of course you could also finish in a DVCPRO50 timeline if you're tight on storage.. not likely anybody will ever notice the difference.

DV50 can be done already with Avid Liquid Pro for 999. I use it for BetaSP for a year now (after the Digisuite) and never had anyone complain about a 4:2:0 problem. If the material is shot with care it will hold up.

Unfortunately the next option you have with component I/O will be above 5.000 dollars.
