How to unlock Canon picture style .pf2 files?

When someone creates a pf2 file there is an option to prevent the file from further editing. Opening that file in the picture style editor doesn't work - an error message appears.

Does anyone know of a way to circumvent this? ie a hack?

I am trying to understand how to create custom color palettes and looking how others have done it will be educational.
