How to shoot the top of Houses (roofs) & Avoid Moire = Is it possible?

Try slight focus adjustments. Usually you can take the image just slightly soft and the moire will go away. You can also turn the sharpness all the way down in the camera which also sometimes helps. I'm yet to have a moire situation I couldn't resolve with a slight focus adjustment.

Hi,
2. Get a standard cheap filter / lens protector and put little drops of nail polish on it.

Trick for making custom filters: You can test effects using vaseline (paint it on with a small paint brush) and when you find a design that works create the final version with nail polish.

Would would putting drops of nail polish do on a filter in relation to the camera?????

Depends on the pattern applied, f-stop used, etc. Long ago I created filters for photo usage and the effects can be subtle like a low intensity soft focus filter (pattern of small dots) to something that generates stars in specular reflections and lights (lines radiating from center). In terms of solving the OP's issue I have no idea what pattern was being proposed, just offering a means to experiment.
