How to get this effect?

This is a music video of a local kid rapper. I don't think the video itself is anything super special, but the editor uses an effect where theres a quick flash of different bright colors, like at :10, :13, :14, etc. I've been trying to figure it out cause it looks really cool but I just can't seem to figure out what he's doing (I may be stupid but oh well, I'm learning I'm allowed to ask dumb questions ). Is he doing quick color corrects/grading? or playing a clip really low opacity/stretched out over it? beats me... take your guess, or educate my dumb ass.

EDIT: Best example is at :32.

that is just a film overlay. Using old film reel effects over top of the original video, you can buy or download similar video clips to use with your own videos.

thats what I was thinking... are there any you suggest? or anyone you suggest I look for some? Thanks for the response.

beautiful. thank you jambredz. also, Noel, as I'm pretty new to AE I'd love to learn how to do things like that but at my skill level I would have no idea where to start: even what to search onyoutube for a tutorial. film reel effect? film burn effect? etc... if you know of any tutorials please let me know 'cause I'm all for it.
