Can Avid Exp Pro go from 1080i/24PA to 1080 24P?

I have created several 1080i/24PA test sequences and tried to export them as various 24 FPS formats abut they all look terrible due to stuttering and interlacing artifacts. Some people have posted that avid is not smart enough to detect the interlace fields and properly apply the pulldown. Is this true or am I am missing a setting or additional step somewhere?

Xpress Pro cannot (yet) remove pulldown from files. Therefore the P2 import workflow for 24pA is kind of lost on Avid at the moment as Avid can only remove pulldown during the capture process. We're told that Avid will add pulldown removal on the file level at some point. I was really hoping it would be there with this last update a few weeks ago, but sadly, it wasn't.
