This turns out to have been covered a bit back in the DVX-100 intro timeframe. That was a bit different as DV was I-frame 4:1:1 and we are now 4:2:0 GOP.
In that scenario, 24p over 60i went like this:
A-A, B-B, C-C, D-D became A-A, B-B, B-C, C-D, D-D. Extracted A, B, and D came from two halfs of the same frame, however C came from two halfs of different frames.
At the time the fix was advanced mode: 2:3:3:2. That made the pulldown: A-A, B-B, B-C, C-C, D-D and all was good with the world.
Now we have 4:2:0 which encodes one chroma every two rows. That B-C, C-D no longer works correctly. If Panasonic did a 2:3:3:2 pulldown it may not have the artifacts. Otherwise one frame out of 4 will be bad.
