Frames skipped during pan

A buddy of mine has complained recently about the HVX skipping frames during a pan. He describes it as a momentary freeze while doing a pan then it catches up after a few frames. It occurs in idle and also while recording with the P2 cards (720 24pN). He said it happened on two separate occasions on two different days. Any thoughts? I did a search, but didn't come up with anything.
 
Just a shot in the dark, but is your friend accustomed to shooting in 60i and new to shooting in 24p? The slower frame rate on a fast pan could be described like that if you were used to shooting in 60i.
 
I'm guessing it's the OIS system. It is trying to stabilize the image until it hits the limits of its compensation range, then snaps back to center. If there is going to be deliberate camera movement or you are on a tripod, turn the OIS off.
