FOOTAGE kind of dark when viewed on dvd

Like i stated before. I see the footage on my broadcast monitor and it looks fine. I burn it to dvd and it seems too dark. The black levels are way to high. But it looks fine on the broadcast monitor. What gives? Is this a compromise?

Is it poosible that the Broadcast monitor has 7,5 set up and the dvd has 0 set up?
